A recent survey by the Ho Chi Minh City Department of Education assessed English skills of nearly 50,300 public school teachers. The test, designed by Cambridge Assessment, measured listening, reading, and writing according to the CEFR scale (A1–C2).
Among the most reliable data, 31% of teachers had English levels below B1. About 41% reached B1, and 28% reached B2 or higher. At the high school level, 45% had B2 or C1. However, no teachers reached C2, the highest level.
There was a big gap between English teachers and other subject teachers. While 8% of English teachers reached C2 and 45% reached C1, no other teachers reached C2, and only 2% reached C1.
The survey is not used for grading or salary. It helps the department plan training to improve English skills. Teachers can choose how to study. Those with high skills may be trained to teach in English, supported by government funds.
